Goryokaku Park's history dates back to Japan's Edo period (1603-1868), under the Tokugawa shogunate's Sakoku (鎖国) policy, which isolated Japan from most foreign countries except the Netherlands and China. In 1854, Japan began opening its borders and signing treaties with countries like the United States, Britain, and Russia. This led to Hakodate emerging as a crucial port for international trade.


To manage these changes and protect Hakodate, the Tokugawa Shogunate sent officials known as Hakodate magistrates. They were responsible for negotiating with foreign powers, defending the shores, and governing the city. Recognizing the need for a strong defense away from the busy port and city center, they enlisted Ayasaburo Takeda, a scholar well-versed in European fortification techniques.


Over nearly seven years, Takeda designed a star-shaped fort that is able to withstand attacks of guns and cannons. Completed in 1864, this fort was named Goryokaku. It was intended as a center for politics, diplomacy, and defense in northern Japan, symbolizing a shift from isolation to engagement with the wider world.
